All official meetings of the Working Group shall be convened by the WATRA Secretariat in consultation with the Chair of the Working Group.

The Working Group shall make its decisions by consensus, failing that, a listing of differing views and their justification may be compiled regarding the contentious issue(s) and referred to a competent forum for decision.

The Working Group may form sub-groups to spearhead work on specific matters within the mandate of the group.

In warranted cases and for a particular endeavour, the group may be assisted by a consultant or consultants. The hiring of the consultant(s) and Terms of Reference thereof shall be done by the group in accordance with the Executive Committee. The group would supervise the consultant(s) including reviewing their work for acceptance and hence compensation/payment purposes.
