Tontama Charles MILLOGO has chaired the Regulatory Council and directs the administration of the Regulatory Authority of Electronic Communications and Posts (ARCEP) of Burkina Faso since his swearing-in before the Court of Appeal of Ouagadougou in Burkina Faso on November 16, 2015.
As President of ARCEP Burkina Faso, since 2018 he has chaired the Telecoms/ICT Committee of the G5 Sahel, an advisory body providing advisory support and ensuring the coordination of the Telecoms/ICT projects of this sub-regional organization. He was Chairman in 2019 & 2020 of the Executive Committee of the West Africa Telecommunications Regulators Assembly (WATRA) in charge of supervising and controlling the activities of the Executive Secretariat based in Abuja, Nigeria. In 2020, he also chaired the French-speaking network of telecommunications regulators (FRATEL) after having been its vice-president in 2019. He was also Chairman of the Board of Directors for the 2018-2019 fiscal year of the Pan African Postal Union (PAPU), a specialized agency of the African Union on postal issues.
Professional of the telecommunications industry, He totals more than twenty (20) years of experience including more than fifteen (15) in positions of very high responsibility as Technical Director at several operators internationally. He has served in five (05) African countries including one (01) in Central Africa (Central African Republic) and the other four (04) in the West Africa Region (Burkina Faso – Ivory Coast – Togo and Niger). He capitalizes on a solid international experience and proven expertise in the supervision and management of strategy, the design, coordination and management of programs and projects, particularly in the field of infrastructure in general, and more particularly in the field of telecommunications / ICT.

Graduated from the Institute of Electronics of the University of Science and Technology Houari Boumediene (USTHB) of Algiers in Algeria, He also holds a Master in Business Administration from IAE Poitiers in France, which gives him the dual competence of engineer and manager.
